Integrating digital markets: new building blocks to regional integration

Better access for consumers and businesses to online goods and services across the world is critical to increase the availability of digital technologies and tools, maximising the social and economic benefits of the internet economy and laying the foundation of future prosperity. Removing barriers, eliminating bottlenecks and harmonizing regulations across national borders can create the right conditions for digital networks and services to flourish and enable the growth of innovative services and start-ups, potentially creating hundreds of thousands of jobs and adding billions to national, regional and global economies. This session will address the key issues in unleashing the power of international digital services and building regional single markets, examining existing initiatives in the EU and in other regions throughout the world. How can cross-border regulations best protect consumers, enable a level competitive playing field and ensure fair competition? What is the role of harmonized spectrum assignment, standardization and interoperability in growing regional markets? How should the free flow of data to encourage innovation be balanced against measures to reinforce trust and security in personal data? What are the issues around geo-blocking, common taxation policies, intellectual property rights and copyright modernization to increase access to online content?
